Overwhelmed by traffic, Beijing turns to new car sales lottery

In 2009, China became the largest auto market on the planet, surpassing the United States. 2010 proved to be more of the same, as China cemented itself as the king of car sales. But while automakers are living the high life in China, the capitol city of Beijing is trying to slam the brakes on new vehicle sales.

The problem, according to a Christian Science Monitor report, is that traffic has become so bad in the densely populated metropolis that the government has banned car sales until an auto sale lottery takes place. That’s right; if you’re in Beijing and you’d like a new car or truck, you’re going to have to put your name in a hat and hope for the best.

The first monthly lottery will take place on January 26. Each will give 20,000 prospective motorists authorization to actually buy a car. So far, a reported 100,000+ buyers have already entered the lottery. China will draw 240,000 names during the course of the year. Customers who sell their vehicle or lose it in an accident will be exempt from the lottery and they’ll be able to keep their plate for a future vehicle purchase. The lottery is expected to help Beijing car sales in half this year, compared to the 850,000 units moved in 2010. To further free up the stifling rush hour traffic, the government has also banned cars with out-of -city plates from traveling on Beijing roads during peak travel times.

The lottery will doubtless slow the pace of car sales, but that won’t do much to solve Beijing’s traffic woes. Motorists and dealers alike tell The Christian Science Monitor that they hope the move to a lottery system will buy Beijing officials the time needed to improve the city’s infrastructure and improve public transportation.

Rumormill: Mooted Cadillac flagship could be mid-engined sports car

Car and Driver is reporting that the often-reported Cadillac flagship is at a crossroads. There have been many rumors that the planned range-topper will wind up as a rear-wheel drive, high-end luxury sedan slotting above the production version of the XTS Platinum (the concept version of which is shown above). Now C/D has apparently been hearing whispers that it may in fact show up as a mid-engined sports car.

While the thought of a luxurious, mid-engined ZR1 sounds appealing, we’ll file this in the don’t-hold-your-breath category. Although, if the company is brassy enough to build the ultra low-volume CTS-V Sport Wagon, then perhaps anything is possible.

Last month, General Motors announced that Cadillac would be returning to the SCCA World Challenge with an all-new, menacing version of the CTS-V Coupe. The race car will officially debut on January 10 at the Detroit Auto Show, but GM has released this first set of photos early, showing the hot new Caddy that’s set to storm the SCCA circuit starting in March.

Two CTS-V Coupe race cars will be commissioned for SCCA duty, driven by Johnny O’Connel and Andy Pilgrim. The first race is set to take place on March 25 in St. Petersburg, Florida, and we’re eager to see what these new CTS-V Coupes look like flying around the track. We’ll have live impressions of the race car live from Cobo Hall next week, but in the meantime, scroll through our high-res gallery of stock shots below. Need to carry multiple cars across a long distance in one shot? What if the amount of cars you want to carry exceeds the capacity for your standard automotive transport truck? China apparently has a solution, and it comes in the form of a dual-deck transporter, which is capable of carrying cars side-by-side on its upper load level.

This unconventional piece of heavy machinery was caught on film and it appears almost majestic in the way it rumbles down the road, but we’re quite sure we don’t want to be driving around it when it takes a corner with an excess of speed. Hop the jump to watch a short clip of this beast in action.

Honda so excited about winning Japan Car of the Year that CR-Z gets special edition

The 2011 Honda CR-Z may not exactly be sailing to success here in the U.S., but it has managed to walk away with the coveted Japan Car of the Year title. In order to celebrate, Honda has decided to work up a new special edition version of its tiny sport hybrid. Only available in a special “Pearl Dipusafaiaburu” blue paint, the hatch makes use of unique 16-inch alloy wheels and premium metal pedal pads inside. If the color and the wheels don’t make this one easy enough to spot, Honda has also gone through the extra effort of placing a “Japan Car of the Year” commemorative sticker on the rear quarter glass behind the driver’s side door.

Otherwise, the Japan Car of the Year Edition CR-Z will remain completely stock. Neither fuel economy nor power has been upped in any way. Not surprisingly, it looks like this one will remain a Japanese-only offering. Still, if you like what you see, chances are you could recreate the special edition CR-Z without breaking a sweat – or your bank account for that matter.

“Car Czar” Rattner settles with Cuomo over pension fund kickbacks

New York Attorney General Andrew Cuomo has announced that his office settled with former White House Task Force “Car Czar” Stephen L. Rattner for $10 million. The agreement comes following charges that Rattner engaged in a kickback scheme involving New York’s pension funds while he was an executive with Quadrangle Group.

Rattner, who oversaw the U.S. government rescue of General Motors and Chrysler in 2009 and shepherded the companies into bankruptcy, will also be barred from doing business with the State’s pension fund for a period of five years as part of the agreement with Cuomo. The deal will settle two lawsuits filed in November against Rattner.

“I am gratified that we have been able to reach an agreement in this case, as it resolves the last major action of our multi-year investigation,” Cuomo said in a statement. “The state pension fund is a valuable asset held in trust for retirees and supported by taxpayers. Through the many cases, pleas and settlements in this investigation, I believe we have been able to help restore and protect the integrity of the state pension fund.”

Mr. Cuomo will be sworn in as New York’s governor on Jan. 1.

Rattner said in a statement: “I am pleased to have reached a settlement with the New York attorney general’s office, which allows me to put this matter behind me. I apologize if during the course of this process there is anything I did that may have made reaching this agreement more difficult. I respect the work of the attorney general and his staff to ensure that the New York State Common Retirement Fund operates properly and in the best interests of New Yorkers.”

Alex Roy is using his Fast Lane Daily video column to ask for your help. The transcontinental speed specialist has just moved to Santa Monica, California and his record-setting Polizei-liveried BMW is not exactly legal at the moment. He has about $20k to spend on a used car and he wants viewers to weigh-in on what he should buy.

His criteria? An automatic transmission due to the horrible LA traffic, and all-wheel drive… due to the horrible LA weather? He also wants a vehicle that will help him blend in with the crowd to help him keep away from Johnny Law and his ticket book. Obviously, Roy leans German right off the bat, naming a few Audi and BMW models he would consider but then expands his choices to include various Volvo and Jeep vehicles.

Chevrolet Volt, Ford Explorer named Detroit Free Press Car and Truck of the Year

As more and more Car and Truck of the Year awards pour in from a variety of major publications, it’s no shock that the 2011 Chevrolet Volt continues to take home top honors as the best car of 2011. Both Motor Trend and Automobile have deemed the Volt their Car of the Year, and General Motors’ high-profile EV is even a finalist for the prestigious North American Car of the Year award. (Our readers, however, would apparently rather see that honor go to the 2011 Hyundai Sonata). Thus, it’s no surprise that the Volt was just named Car of the Year by The Detroit Free Press.

2011 Ford ExplorerSimilarly, the 2011 Ford Explorer is in the running for North American Truck of the Year, and the Detroit Free Press is honoring it as the best ‘truck’ of 2011. Freep auto critic Mark Phelan states that in the road ahead, automakers must choose the “right shade of green” for each type of vehicle. Phelan explains:

“The Volt allows most owners to go weeks or months without stopping at a gas pump. The Explorer recasts America’s best-selling SUV in a fuel-efficient new form based on the same chassis as the Ford Taurus large sedan.”

Interestingly, The Detroit Free Press details its second and third place choices for Car of the Year, with the Hyundai Sonata and Nissan Leaf taking those spots, respectively. These two vehicles are finalists for the North American Car of the Year award, and we’re wondering if the Free Press‘ predictions foreshadow the decisions that the NACTOY judges will make (Note: Phelan is a member of the jury). We’ll have the answer to that in just a few weeks, but for now, we tip our hats to the Volt and Explorer on taking home the Detroit Free Press awards.

Report: BMW, Mercedes experiment with upscale car-sharing

If you think that joining in on the car-sharing party means that you’ll be stuck behind the wheel of a low-buck auto, prepare to be amazed. According to AutoWeek, both BMW and Mercedes-Benz are diving into the car-sharing world with programs designed to allow users to experience a slice of luxury without having to foot the hassles associated with car ownership. BMW on Demand will provide drivers with a 1 Series for as little as €16 per hour in Europe (around $21 USD/hr). Those wanting a little more room can opt for a 5 Series for the low price of €23/hr ($30/hr), including servicing and cleaning.

Daimler, meanwhile, is working on a similar program in both Austin, Texas and Ulm, Germany, though that program will serve up products from the company’s Smart line. Users can reserve trim levels and colors on line or by phone, use the vehicle for as long as they like and drop it off in convenient car-sharing parking spaces. The time behind the wheel is automatically calculated and the user’s bank account automatically debited.

Both BMW and Mercedes-Benz are delving into car-sharing to confront a growing lack of interest in ownership from younger generations and increased traffic in urban settings, even though some research has shown that the use of a single shared vehicle can contribute to the loss of as many as nine to 15 personal cars.
